Portugal Golf Masters: 11ª edição foi um sucesso

Decorreu, no fim de semana de 21 a 24 de setembro, mais uma edição do Portugal Golf Masters. A 11.ª edição, à semelhança de edições anteriores, contou com grandes nomes do panorama do golfe internacional. Destaque para o melhor resultado de sempre da participação portuguesa, com Filipe Lima e Ricardo Melo Gouveia a terminarem empatados no 5.º lugar. Nunca antes um golfista português havia conseguido classificar-se acima da 16ª posição nesse que é o mais importante torneio de golf de Portugal.

O vencedor foi Lucas Bjerregaard, com 264 pancadas, deixando Marc Warren no segundo lugar, com 268. Eddie Pepperell e Graeme Storm quedaram-se pela 3ª posição, empatados com 269 pancadas. Os portugueses vieram logo com 270, demonstrando quão equilibrada foi esta edição.

O evento decorreu no Dom Pedro Victoria Course, situado em Vilamoura. Com uma superfície de 90 hectares, é um campo Championship, par 72, concebido por Arnold Palmer, uma lenda do golfe internacional.

Tal como em 2016, o Portugal Golf Masters foi o mote para uma iniciativa de angariação de fundos para o apoio ao golfe adaptado. De acordo com Peter Adams, diretor de Campeonatos do European Tour, o valor angariado foi de cerca de 24.900 euros.

Algarve has long ago settled itself among the hottest real estate areas in Portugal and a recent indicator, once again, comes to reinforce this idea. The property portal Idealista has published a list of the ten most expensive streets in the country. The Algarve is “represented” by Loteamento Fonte Santa, in Quarteira, and Vale do Lobo.

The first and second places on the list are held by Lisbon. In Rua do Salitre, right in the historic city centre, the average cost of a property is around €2.9 million. Third place was awarded to Loteamento Fonte Santa, with €2.4 million as an average price. Vale do Lobo is the 10th, with an average of €1,5 million.

Algarve: quality tourism and real estate investment

Algarve is not exactly a new destination for tourists from Britain and all Europe, neither for real estate investors. The region celebrated last year the 50th anniversary of the Penina Golf Couse, designed by late Sir Henry Cotton, a big fan of the year-round golf conditions of the southern Portuguese region. Just a year before had opened the Faro Airport, and then the international trend started.

Up until today, Faro is the only important international airport in mainland Portugal apart from Lisbon and Oporto, which clearly demonstrates the economic relevance of tourism in Algarve. It’s not a coincidence that only Lisbon, Oporto and Algarve make this top-10 list.

The achievement of having 2 of the ten most expensive streets of the country also points towards the high-quality profile of the region. Unlike other tourist areas across Europe (notably in Spain), “The West” (the original meaning of the word “Algarve”, of Arabic origins) has kept a high-quality profile. First as a tourist destination, and then – and as a consequence – as a real estate destination.

Algarve as a quality destination is a real political issue in Portugal. Pressure from grassroots movements has contributed to this goal. Environmental groups and some political parties have long complained about deregulated developments and wild trends in urbanisation and construction. Although some straps of Algarve have been “lost” to massive urbanisation, most of the region was able to preserve its natural, unique feel.

Moreover, civil society is currently tackling, successfully, the effort from economic groups to start offshore drilling for oil, in Algarve. Projects are rejected as they’re considered to be a threat both to the environment and to the quality of the region as a tourist destination.

The political consensus in the Portuguese society about the strategic importance of Algarve, and the ability to make decisions about it is also an important factor of improvement and valorisation of the local real estate market.

Novas Regras para as Escrituras de Imóveis

 

A partir de 19 de novembro, os notários e outras entidades com competência para lavrar ou autenticar contratos de compra e venda de bens imóveis terão de fazer constar no contrato o meio de pagamento utilizado e o momento em que este ocorre.

Inscrita numa ampla política de prevenção e de combate ao branqueamento de capitais e ao financiamento do terrorismo, a Lei nº 89/2017, de 21 de Agosto, aprova o Regime Jurídico do Registo Central do Beneficiário Efetivo (RCBE) e transpõe para a ordem jurídica interna o Capítulo III da Diretiva (UE) 2015/849, do Parlamento Europeu e do Conselho, de 20 de maio de 2015, relativa à prevenção da utilização do sistema financeiro para efeitos de branqueamento de capitais ou de financiamento do terrorismo. Neste contexto, a Lei n.º 89/2017 procede também à alteração do Código do Registo Predial e do Código do Notariado, no que se refere às menções obrigatórias que devem constar dos instrumentos notariais, processuais ou outros destinados a titular factos sujeitos a registo predial, como é o caso dos contratos de compra e venda de bens imóveis.

 

Assim, a partir do dia 19 de novembro, na compra e venda de um imóvel, a entidade perante a qual o negócio é celebrado (conservatória, notário, advogado, câmara de comércio e indústria ou solicitador) passará a ter de mencionar obrigatoriamente no contrato, «sempre que esteja em causa o pagamento de uma quantia, a indicação do momento em que tal ocorre e do meio de pagamento utilizado».

Caso o pagamento ocorra antes ou no momento da celebração do ato, a lei exige agora que seja consignado no contrato o respetivo meio de pagamento. Assim, se este for realizado em numerário deverá ser indicada a moeda utilizada. Já se o pagamento for efetuado por cheque, deverá mencionar-se o seu número e a entidade sacada. Tratando-se de pagamento através da realização de uma transferência de fundos, deverá ser consignada «a identificação da conta do ordenante e da conta do beneficiário, mediante a menção dos respetivos números e prestadores de serviços de pagamento» ou, «quando o ordenante ou o beneficiário não realize a transferência por intermédio de uma conta de pagamento», deverá constar «a menção do identificador único da transação ou do número do instrumento de pagamento utilizado e do respetivo emitente».

Ouvidas durante o processo legislativo, quer a Comissão Nacional de Proteção de Dados (CNPD) quer a Ordem dos Advogados levantaram objeções a esta alteração legislativa. Não obstante esta controvérsia, o diploma foi aprovado no parlamento e publicado em Diário da República, entrando em vigor já a partir do dia 19 de novembro.

No mesmo pacote legislativo de combate ao branqueamento de capitais e ao financiamento do terrorismo inserem-se igualmente as novas obrigações de comunicação que recaem sobre as entidades que exerçam atividades imobiliárias, como mediação imobiliária, compra, venda, compra para revenda ou permuta de imóveis, arrendamento e promoção imobiliária.

Brexit Não Afastou Britânicos De Adquirirem Propriedades No Algarve

Brexit e o Investimento no Algarve

De acordo com o estudo mais recente da Confidencial Imobiliário, os dados mais recentes do SIR – Turismo Residencial mostram que o Reino Unido continuou a apostar na compra de propriedades turísticas em Portugal.

Em 2016, esta foi aliás a nacionalidade mais representativa entre os investidores estrangeiros, com um peso de 31% no número de transações concretizadas por não residentes no país.

Sendo que quase metade das propriedades vendidas no Algarve em 2016, no chamado ‘triângulo dourado’ (Quinta do Lago, Vilamoura e Vale do Lobo), teve como compradores cidadãos do Reino Unido

De acordo com a Confidencial Imobiliário, “tal resultado confirma que o Brexit não afetou negativamente a procura de habitação turística em Portugal por parte dos investidores do Reino Unido, ao contrário do que seria inicialmente expetável como consequência económica e política decorrente do referendo que votou a favor da saída desta Estado da União Europeia”.

Segundo a análise divulgada, “os britânicos não só protagonizaram quase metade das transações de origem internacional (46%), como atingiram o ticket médio de investimento mais alto, investindo cerca de 2,1 milhões de euros por operação. When property within the Golden Triangle changes hands a fairly common practice is the necessary transfer of ownership not just of the property but importantly the holding Offshore company.  This is particularly common place within the Quinta do Lago and Vale do Lobo developments  where property values are generally in excess of €1,000,000.

What does it mean?

In simple terms, the property is owned by the off shore company and rather than the property itself changing owners, the company shares are transferred instead.  This of course eliminates the IMT and stamp duty levied on property transactions.  Buying costs are therefore limited to lawyers’ fees only.

Benefits of an Offshore company

A significant benefit of purchasing your Algarve property under the offshore company vehicle is without doubt the considerable saving in purchase tax.  In real terms this is a saving of c. 7% of the purchase price, a significant figure by any standard.

The tax payable on the sale of your property will also be different to that of private ownership. Presently non-residents pay a flat 28% on any profit following a property sale. This does not apply to properties owned offshore. The tax will be calculated in accordance with tax laws of your country of residence, and will be based on the sale of a company rather than a property.

Details of Offshore company ownership are not easily accessible, another main reason why it is employed on the higher priced properties. No property deed is exchanged so ownership is not made public.

So why doesn’t everyone buy an Offshore company?

There are costs associated with offshore ownership. Namely an annual fee levied by the managing agent for the company. This will generally be c.€2,000 per year to manage the annual filling of accounts and upkeep of the company.

2017 has seen a new tax introduced for the additional payment of IMI (property tax) on all offshore properties. This will be on top of the current IMI payments and will be another 0.4% of the fiscal value.

There will generally be an inbuilt capital gains liability with off shore properties. Although this is only applicable if the house is brought back on shore and sold out of the company, it is worth noting.

A brief post about the value of Algarve property. Looking at various factors that could determine whether this is the case or not from experienced property brokers IRG Property.

Is Algarve Property good value?

A very subjective question, with many different answers depending on whom you ask.  Generally speaking I would have to say yes Algarve Property is indeed good value for money. There are a number of reasons why we firmly believe this to be the case.

Firstly; property values have retained their value well throughout the financial crisis. A good indicator that there is demand for Algarve property.

Secondly; also somewhat tied to the first point, the strong demand for property in the Algarve makes your investment here somewhat safe. Although there’s no guarantee you’d make money here, it’s unlikely (unless circumstance’s forced you to sell at a market low) that you’d lose any.  In fact we would certainly feel a profit would be made quite easily on any long-term owned property.

There are of course areas where prices are certainly way higher than other, less popular, regions of the Algarve.  It’s here that perhaps the answer to the question “Is Algarve property good value” becomes a little more blurred.

Vilamoura

Let’s take Vilamoura for example. A typical 4 bed detached villa with pool and garden of 1,000m2 will more than likely run you around 1,000,000 euros or more.  The trend of late, is modern contemporary design and we’ve seen a number of these coming up around the golf courses, these will come in around 1.5m euros.

Now the debate most have is that the area drives the price and this is of course true. If you want a lovely state of the art villa in one of the most sought after areas in the Algarve you are not going to find a bargain, far from it. But you will get a unique location in a fantastic state of the art home, even if you could buy a similar home a few minutes way for half the price.  Therein lies the answer to the question and in the end it will come down to the individual.  I suppose more conclusively, presently there’s a shortage of properties in Vilamoura (and other high demand locations) so the value is clearly there for most otherwise wed be like Spain and have properties sitting dormant and unfinished for years!
